Bellevue rules that shape a siding job

  1. The Bellevue rule

    The siding is exempt, the wall behind it may not be

    Bellevue City Code 23.05.090 exempts replacing nonstructural siding on a house from a building permit, except stucco and brick or stone veneer more than four feet above grade. An ordinary repair, the same section says, never includes cutting away part of a wall or a load-bearing support.

    What we do

    We check the sheathing and studs as the siding comes off. If rot reaches anything structural, we show you and settle the permit before the wall is closed.

  2. The Bellevue rule

    A 98 mph wind speed, judged lot by lot

    Bellevue's design table for houses sets a 98 mph basic wind speed and decides exposure and hillside speed-up site by site (Bellevue City Code 23.12.301.2.1). Past 30 psf of design wind pressure, siding attachment must be designed for the load (IRC R703.3.2).

    What we do

    On a ridge, hilltop or open lakefront wall we check exposure first, then fasten to the siding maker's schedule for that wind.

  3. The Bellevue rule

    Staging near a stream or slope has limits

    Inside a stream, wetland or steep slope buffer, Bellevue allows work staging only on ground already paved, graveled or otherwise disturbed. Landmark and significant trees stay, and disturbed ground is restored under a restoration plan (Land Use Code 20.25H.055).

    What we do

    We check your lot for a buffer before setup and keep scaffold, materials and the debris bin on the drive or patio.

The city's rain gauge averaged 36 inches a year from 1981 to 2013 (City of Bellevue Rainfall Analysis), so the barrier and flashing behind the siding matter as much as the boards.

In a 2023 city survey of Eastgate, Lake Hills, Lake Heights and Sherwood Forest, all but one house dated from 1951 to 1957, mostly ranch and mid century modern designs, with split levels common in Eastgate.

HardiePlank lap and other James Hardie siding, installed to the maker's HZ10 instructions: at least 6 inches above the ground and 1 to 2 inches clear of roofs, decks, paths and driveways.

Wood with brick or stone

Houses of that era often pair wood siding, sometimes vertical boards, with brick or stone veneer (King County mid century context statement). Veneer or stucco work above four feet needs a permit, priced in.

Should I repair or replace siding on a 1950s Bellevue house?
