Bellevue Fire's steps after a house fire
The Bellevue Fire Department's after-fire list, plus where we come in.
- Stay out until it is declared safe. Bellevue Fire says not to re-enter the building until it has been deemed safe to do so.
- Let the utility turn things back on. Contact your utility provider instead of restoring power, gas or water yourself. If you smell natural gas, the state Department of Health says to leave immediately.
- Inventory what was damaged. Bellevue Fire asks you to list damaged property and save every receipt. Photograph rooms before cleaning.
- Ask your insurance company how to proceed. Bellevue Fire says to contact them for instructions. The Department of Health notes the insurer may need to inspect before cleanup begins.
- Then call us. We cover the openings, remove the hose water and pack out what can be saved.
Bellevue permit rules for fire repairs
-
The Bellevue rule
Opening walls is not an ordinary repair
Bellevue City Code 23.05.090 exempts ordinary repairs from a permit, but not cutting away any wall or partition, or cutting a structural beam or load-bearing support. Painting, carpeting, cabinets and counter tops are exempt.
What we doBefore charred drywall or framing comes out, we mark in writing which parts of the scope need a Bellevue permit and which are finish work.
-
The Bellevue rule
The emergency clause covers equipment
The same code lets equipment replacements and repairs proceed in an emergency that risks life, safety or property, with the permit application due the next working business day. It names equipment, not the walls around it.
What we doWe never treat it as a pass for wall or structural work, which waits for its permit.
-
The Bellevue rule
The city, not L&I, issues wiring permits
Bellevue runs its own electrical permits and inspections, and its own plumbing permits: circuits added or moved, panel changes, and piping altered inside a wall, ceiling or floor all need one.
What we doThe electrical contractor buys its own permit for fire-damaged wiring, as L&I requires, and we book the city inspections before walls close.
About 47% of Bellevue's homes were built before 1980 (U.S. Census Bureau, ACS 2020-2024). Older homes may need an asbestos survey before tear-out under Puget Sound Clean Air Agency and L&I rules. A certified abatement contractor handles any asbestos; we never remove it ourselves.
Fire damage restoration in Bellevue, start to finish
One team from the board-up to the final city inspection.
Securing and drying
Firefighters may break windows and cut holes in the roof and walls. We cover those openings, extract the firefighting water and dry the structure, logging moisture readings.
Pack-out and tear-out
Belongings are packed out before demolition. Drywall, insulation and flooring that soot has soaked into come out; what stays is cleaned and sealed where needed.
The permitted rebuild
Framing, wiring, drywall, cabinets, floors and paint go back as one project, with City of Bellevue inspections where required.

Homeowners on working with us
Overall, we had a great time with Volcano Builders. There were a few small delays, but they were clear in their communication and kept things moving. The last kitchen remodel turned out great, and the quality seems like it will last for a long time.
I had an amazing experience with Volcano Builders! Bar was incredibly kind, communicative, and made the whole process smooth. We completely redid the bathroom, new flooring, vanity, tub, and wall tiles, and it turned out fantastic. I'm so happy with their work that I'm already planning my second bathroom and hopefully the kitchen too. Highly recommend them to anyone looking for quality work and great service!
Volcano builders did a phenomenal job on my bathroom remodel. They exceeded my expectations on many levels. Their designer helped me pick out all the tile and bathroom accessories to make sure everything matched in style. Communication was great and response time very fast whenever I had questions for them. They estimated the project would take 5-6 weeks but finished in 4 weeks! Excellent job! Loooooove my new bathroom! Including pics of the Before⦠and the After!
Fire damage questions from Bellevue homeowners
Do I need a permit to repair fire damage in Bellevue?
Usually, once the work goes past finishes. Cutting away walls or structural members needs a Bellevue permit; paint, carpet, cabinets and counter tops do not. The city also notes repairs must be disclosed at sale, permitted or not.
Who issues electrical and plumbing permits in Bellevue?
The City of Bellevue issues both. L&I does not issue electrical permits inside Bellevue, and Public Health Seattle & King County covers plumbing only in Seattle, Clyde Hill and unincorporated King County.
Does homeowners insurance cover fire damage in Bellevue?
It depends on your policy: check your policy or ask your insurer or agent. You choose the contractor; the Insurance Commissioner says you have the right to select your own. We provide a detailed estimate for your insurance company.
Can we stay in the house after a fire?
Not until Bellevue Fire says it is safe to re-enter, and utilities stay off until your utility provider restores them. After that it depends on how far the fire, smoke and hose water reached. Belongings can be packed out while the work goes on.
Could fire debris in an older Bellevue home contain asbestos?
It can. The state Department of Health notes asbestos does not burn, so any in the house may be in the ash. L&I requires an AHERA certified inspector to check suspect materials before work that could disturb them. A certified abatement contractor handles any asbestos; we never remove it ourselves.
What about smoke from summer wildfires?
The Puget Sound Clean Air Agency says wildfires typically occur in the warmer, drier summer months and suggests one closed-up clean room with an air cleaner. Smoke can work into walls and HVAC systems, so photograph soot and staining before cleaning.
