  1. The Bellevue rule

    Bellevue issues a Tenant Improvement permit for changes to a tenant's interior space, and separate permits for any work that alters or adds to fire, plumbing, mechanical or electrical systems. Repainting alone stays on the surface; moving an outlet, a wall or a sprinkler head does not.

  2. The noise rule

    Construction hours are set by city code

    Bellevue City Code 9.18.020 exempts construction sound from 7 a.m. to 8 p.m. on weekdays and 8 a.m. to 6 p.m. on Saturdays that are not holidays. Sundays, holidays and later hours need a construction noise exemption, and sound counts as a disturbance when it is clearly audible across a property line or 75 feet from its source.

  3. The storm drain rule

    Paint and wash water never reach the gutter

    Bellevue City Code 24.06.125 bars paints, stains, soaps, solvents and construction materials from the storm system. The city's utility guidance adds that paint chips and wash water from pressure washing or scraping may not be left on the ground or in the street, and plain wash down without detergent is allowed only with best management practices.

    Ground cloths go under every elevation, brushes and sprayers are rinsed indoors to a sanitary drain, and chips are swept and bagged instead of hosed away.
