Bellevue rules that shape a basement project

  1. The Bellevue rule

    Finished or bare concrete decides the permit

    Bellevue Development Services runs basements on two tracks. Turning a basement that is already finished into living or sleeping space is on its list of nonstructural projects that take a permit without plan review. Converting an unfinished basement into living space sits under the single family remodel permit with plan review, alongside moving a bearing wall.

    What we do

    We look at what is down there today, heated and finished rooms or bare walls and slab, and file on the matching track, with drawings whenever plan review applies.

  2. The Bellevue rule

    Each basement bedroom needs its own way out

    Bellevue enforces the International Residential Code as Washington amends it (Bellevue City Code 23.12.010). That code wants an escape opening in every basement sleeping room: 5.7 square feet clear, at least 24 inches high and 20 wide, a sill no higher than 44 inches, and a way out to a yard or street along a path at least 36 inches wide.

    What we do

    In an existing basement the code accepts an operable window that already opens 4 square feet, 22 inches high and 20 wide. We measure yours first, and where it falls short we cut a new opening and build a well of at least 9 square feet.

  3. The Bellevue rule

    A basement unit is a second dwelling

    Creating an accessory dwelling unit inside the house is on Bellevue's list of remodels that need plan review. The state code lets one interior ADU skip the fire rated wall and floor between the two homes, provided every required smoke alarm in both is interconnected so one alarm sets off all of them (WAC 51-51-0302 and 51-51-0314).

    What we do

    We plan the kitchen, the separate entrance and the linked alarms together, and check the land use rules for your lot before any drawing starts.

Headroom settles the floor plan. The code Bellevue adopts asks for 7 feet over basement living space and 6 feet 8 inches in a bathroom or laundry, and lets beams and ducts drop to 6 feet 4 inches (R305.1).

  1. Measure and assess

    We measure clear height under every beam and duct, look at the walls and slab for moisture, check whether your windows could serve as escape openings and find where the sewer line leaves the house.

  2. Plan, price and file

  3. Build with the inspector

    Work opens with a pre construction meeting on site. The city inspector returns before any concrete is poured, before framing or insulation is covered and when the work is done. We book each visit, then walk the finished rooms with you.

Can my Bellevue basement become a separate unit?

Often, as an accessory dwelling unit. Bellevue treats an ADU created inside the house as a remodel with plan review, and the state code allows one interior ADU without a fire rated separation when the smoke alarms in both homes are interconnected. What if my home is in a condo building or an HOA?

Bellevue's permit without plan review covers a nonstructural remodel of a privately owned condominium unit. Under RCW 64.90.255, and subject to the governing documents, an owner may alter a unit without impairing the structure or building systems but may not change the look of common elements without board approval. A new escape window and well change the outside, so we get that approval before digging.
